Chongqing Municipal Bureau of Planning and Natural Resources Regulation on Regulation for Strengthening Real Estate Registration and Cadastral Surveying and Mapping Complaints Handling
To the bureaus of planning and natural resources of each district, the Bureau of Planning and Natural Resources of Liangjiang New Area, the planning and natural resources authority of Wansheng Economic and Technological Development Zone, relevant entities under this Bureau and relevant divisions and offices of this Bureau:
To further improve the channelsfor complaints on real estate registration and cadastral surveying and mapping, and to ensure fair, lawful, efficient and standardizedhandling of complaintsor suggestions concerning real estate registration and casdastral surveying and mapping, this Circular is hereby issued in connection with strengthening the handling of the complaints:
I. Attaching Great Importance to the Work
Complaintsare an important channel for the people and business to exercise their right of supervision and safeguard their legal rights and interests, and welcoming and accepting complaints and suggestions are important for improving the social effects of policies. In view of the fact that real estate registration and cadastral surveying and mapping are wide in coverage and great in impact, and involve significant amounts of property and people’s concern, therefore, all entities implementing such registration and surveying & mapping shall attach great importance thereto and adopt solid and effective measures to improve channels for such complaints and suggestions, and make timely and concerted efforts to properly handle all such complaints and suggestions.
II. Improving Channels
The hotline number 023—63310006 is hereby designated as the exclusive telephone number for receiving complaints in real estate registration and cadastral surveying and mapping. The Chongqing Real Estate Association is responsible for the exclusive hotline and shall receive and handle various types of such complaints and suggestions.
III. Standardizing Procedures
1. Proceduresupon receiving a complaint: the Chongqing Real Estate Association shall carry out anindependent investigation into such complaint; relevant real estate registration authority and surveying and mapping institutionsinvolved shall cooperate with the Chongqing Real EstateAssociation in such investigation,timely handling the complaint,responding to the complaint and supporting materials, among others.Upon the completion of the investigation, the Chongqing Real Estate Association shall timely provide a reply to the complainant on the handling result of complaint thereof.
2. Time limit: The Chongqing Real Estate Association shall complete its processing of each complaint or suggestion it receives within 5 working days.
