Chongqing Municipal Bureau of Planning and Natural Resources Regulation on Updating Real Property Cadastral Maps
大中小To the bureaus of planning and natural resources of each district, the Bureau of Planning and Natural Resources of Liangjiang New Area, the planning and natural resources authority of Wansheng Economic and Technological Development Zone, relevant entities under this Bureau and relevant divisions and offices of this Bureau:
To advance the reform initiative of “Streamline Administration, Delegate Power, Strengthen Regulation and Improve Services”,optimize business environment, and effectively improve the timeliness ofcadastral map updating in this Municipality,this Notice is hereby issuedon the update of cadastral maps:
I. Strengthen data sharing and optimize cadastral survey methods
The cadastral survey administrative authoritiesof all districts (or autonomous counties) shall adhere to the principle of “data sharing, uniform standard, and efficient services” to optimizecadastral survey methods and strengthen data sharing, so as to achieve data inter-connectivity. If the cadastral survey results are already achieved during thestages of land planning & licensing and land supply, cadastral maps can be drawn by using the data stored on the Chongqing Municipal Land and Space Information Platform, and be assigned with a real estate identification number in line with the regulations on real estate registration. After the real estate registration application is duly reviewed and approved, the resultant cadastral maps and other registration documents shall be uploaded to the real estate registration database to ensure real-time update of the registered cadastral maps. If no data suitable for cadastral survey is available during the land planning & licensing and land supply stages, the number of materials required to be submitted shall be reduced to the minimum possible, work related to cadastral survey shall be timely organized and completed, and the survey results shall be properly reviewed and submitted.
B. Optimize the workflow to ensure the quality of survey results
The cadastral survey administrative authorities of all districts (autonomous counties)shall, in accordance with the relevant national and municipal cadastral survey requirements, optimize the workflow, so as to efficiently organize and carry outcadastral surveys. Entities concernedshall dutifully archive and update cadastral maps to ensure the quality of the real estate registration database.
