Chongqing Municipal Bureau of Planning and Natural Resources Regulation on Improving the Disclosure System of Real Estate Registration Lawsuit
大中小To the bureaus of planning and natural resources of each district and county (autonomous county), the Bureau of Planning and Natural Resources of Liangjiang New Area, the planning and natural resources authority of Wansheng Economic and Technological Development Zone, all relevant divisions and offices of the Chongqing Municipal Bureau of Planning and Natural Resources, all intermediate and primary people’s courts and relevant divisions of Higher People’s Court of Chongqing Municipality:
In order to further optimize the business environment of Chongqing, further promotethe transparency of judicial and government affairs, and enhance the standardization, openness and transparency of hearings of real estate registration cases, this Circular is hereby promulgated on matters relating to information disclosure of real estate registration lawsuits across this Municipality:
I.Improving the disclosure system of the number of real estate registration lawsuits
Planning and natural resources authorities and the people’s courts of all levels in this Municipality shallenhance their sharing and exchange of information on real estate registrationlawsuits.A sound system for the statistical analysisof real estate registration lawsuitsshall be established and improved.The planning and natural resources authorities of each district/county (autonomous county) shall regularly report the statistics of real estate registration lawsuits to Chongqing Municipal Bureau of Planning and Natural Resources.
The “Real Estate Registration” section of the official website of the Chongqing Municipal Bureau of Planning and Natural Resources shall launch a column titled “Inquiry forStatistical Information onReal Estate Registration Lawsuitsin Courts of Chongqing”, which shall release and update the statistics of real estate registration lawsuits in Chongqing. All such statistics shall be disclosed and updatedon the Public Service Website of Chongqing Courts at www.cqfygzfw.com at the same time when they are released and updated under the aforementioned column.
II. Improving the mechanism for statistical updates
The numberof real estate registration lawsuits shall be reported and updated semi-annually,namely, dataof the previous year shall be released in January of the following year, and data from January to June of the following year shall bereleased in July of the same year.
III. Enhancing infrastructure
a. Chongqing Municipal Bureau of Planning and Natural Resources and Higher People’s Court of Chongqing Municipality shall establish a coordination mechanism forthe information disclosure of real estate registration lawsuits.
b. Planning and natural resources authorities of all districts/counties (autonomous counties) shall work together with the intermediate and primary people’s courts in the Municipalityin completing relevant work.
c. The information management department of Chongqing Municipal Bureau of Planning Natural Resources and Higher People’s Court of Chongqing Municipalityare required to provide adequate technical support.
